Scope of this Committee includes:
- Oversight of the local administration and functioning of local governance;
- Reviewing the legislation that falls within its scope;
- Consideration, determination and coordination of work policies for an objective civil service for all citizens, without any distinction, based on objectivity, professionalism and responsibility;
- Projects for capacity building and professional development of the civil service staff;
- Proposing measures for providing engineering services and building management;
- Proposing measures for administration of payment system and civil services’ payrolls;
- Reviewing standards for information technology services, that should be used;
- Reviewing the implementation of work policy for ensuring supply services in compliance with rules and procedures;
- Reviewing issues related to administration and registration of NGOs;
- Reviewing issues of importance for collecting, maintaining, analyzing and publishing of official statistics;
- Reviewing issues related to administration and maintenance of the cadastral system;
- Reviewing the list of members for the Independent Media Commission and Public Media Board;
- Reviewing the draft budget and the budget of the relevant ministry and recommending to the Committee on Budget and Finance, to review and adopt it at the Assembly, including amendments;
- Oversight of law implementation within its scope;
- Considering other matters, set by this Rules of Procedure and matters that are referred to this committee by a special decision of the Assembly.
In exercising its functions, committee cooperates with the relevant ministry, with all other ministries, from which they can require specific information, including direct reports of ministers or other responsible persons, when requested by the Committee.
